The new law comprises a portion of the 33 recommendations made by Mr Finkelstein.
Gaming Minister Melissa Horne said the remaining recommendations would be delivered within the next 12 months, with the majority to be delivered by the end of 2022.
Among other reforms included in the law, Crown will be made to pay for the cost of regulating the casino with the reintroduction of a supervision charge abolished by the former Kennett Liberal government.
Crown Resorts was last month taken over by private equity giant Blackstone in an $8.9 billion deal, securing major shareholder James Packer a $3.3 billion payout.
