Brazil’s Senate President will work to approve sports betting and legalization of gambling - Games Magazine Brasil

As a way of increasing the Union’s revenue, the president of the Senate, Rodrigo Pacheco (PSD-MG) committed to the Minister of Finance, Fernando Haddad, to accelerate the consideration of the bill that regulates sports betting and PC 442/ 91, which legalizes gambling.

Bill 3626/2023, which regulates sports betting, is being processed by the Sports and Economic Affairs committees. In the first, its report has already been approved this week, while in the CAE it should be assessed by November 21st.

The Bill is reported by senator Angelo Coronel (PSD-BA) and he has been trying to negotiate changes in relation to the version that came from the Chamber to reduce the 18% rate proposed by the deputies.

The text that regulates gambling (Bill 442/91) has been stuck in the Senate since May in the House’s Constitution and Justice Committee (CCJ). The project was approved in the Chamber of Deputies at the beginning of 2022 and so far has not been discussed in the House. Pacheco’s signal is that the rapporteur for the matter should be chosen this month. The project faces strong resistance from members of the evangelical bench.

Allies of the Senate president say he is aligned with Haddad, to approve matters in the House that guarantee an increase in revenue. It is no coincidence that Pacheco came to the minister’s defense amid the debate about a possible change in the fiscal target of zero deficit.

At the time, Pacheco stated that disagreeing with Haddad’s economic policy “would put the country on a dangerous path” and highlighted that it is up to the minister to establish Brazil’s economic policy. “Parliament has this understanding and will seek to contribute with the necessary approvals, with good initiatives and pursuing the achievement of the established goal.”
