Regulatory roundup: Peruvian reactivation fees, Brazil blocking illegal gambling sites, and more

Reactivation fees

Peruvian regulator Osiptel has set a cap of 3.88 soles (US$1) on fees for the reactivation of services after they are suspended, whether that is requested by the subscriber or due to disconnection by the company.

The figure, which does not include value-added tax, represents a reduction of 50-80% on the fees currently charged by operators.

The measure applies to mobile services, landline telephony, fixed internet and pay-TV provided by seven of the country’s largest operators: Movistar, Claro, Entel, Bitel, WOW, WIN and DirecTV.

The new fees will go into effect on January 1, 2025.

Blocking illegal websites

Brazil has asked operators to block the websites and applications of illegal online gambling companies.

The measure was announced by regulator Anatel last week, at the request of the ministry of finance’s gambling secretariat.

The block will include legally established companies that have failed to submit applications for authorization to government agencies.

Spectrum

Honduran regulator Conatel has published for public consultation the draft bill to update the national frequency allocation plan.

The plan was reviewed taking into account the decisions adopted by the ITU World Radiocommunication Conference 2023, which updated the radiocommunication regulations and the classification of new telecommunications services.

The document will be available on the regulator’s website for comment until October 18, 2024.

More information can be seen here.

Network deployment

Colombia’s ICT ministry has published the single application form for authorization for the deployment of telecommunications networks and infrastructure.

The document, which will allow the implementation of the procedure for the deployment of telecommunications infrastructure, will be available for public consultation until October 25, 2024.

The documents can be seen here.

Coverage

Mexico’s IFT approved the submission for public comment of the draft bill to determine coverage units for the provision of telecommunications services.

The bill is aimed at standardizing the nine regions into which Mexico is divided, since they currently have differences for personal communication services (PCS) and cellular regions. In addition, 65 basic service areas and 320 partial service areas are established.

The public consultation will run until October 31, 2024. The documents are available here.

Agreement

The IFT and Mexican business association ATIM signed a cooperation agreement to work on joint projects that promote connectivity and share knowledge and experiences.

The agreement includes sharing statistical information and experience in infrastructure development, the promotion of digital inclusion strategies and the generation and execution of social coverage or connectivity commitments by ATIM-associated concessionaires.
