With the recent passage of laws legalizing historical horse racing (HHR) and sports betting, as well as banning so-called “gray machines,” some critics have argued that Kentucky’s horse racing industry has an unfair private sector monopoly on gambling in the state. Do you agree or disagree with such criticism, and do you believe the tax rate on the horse industry’s gambling profits is insufficient?
I am proud to have worked with the General Assembly to pass legal sports betting in Kentucky. I was also proud to sign legislation banning so-called “gray machines,” an unregulated, predatory industry that my opponent strongly backed. With regard to horse racing, I am a strong supporter of one of Kentucky’s signature industries and have consistently backed fair tax rates that are both good for the public and allow the industry to continue to grow, supporting job creation and bringing in tourism dollars that benefit the Commonwealth.

My concern as Governor will not be on re-litigating the legislative issues of the past. Kentucky has chronic challenges that have been made worse, or ignored entirely by Andy Beshear over the last four years. That is why I have run a campaign based on ideas. I have laid out a 12-point plan to address the rise of violent crime. I have proposed the boldest plan in America to address learning loss and declining test scores in our schools. My economic agenda will eliminate our income tax and get Kentuckians working again.

There is a stark contrast in this race between a candidate who has failed over the last four years in every major area, or me, a candidate who will tackle problems and get Kentucky on the right track.
